A Meal Designator
“चतूहि, भिक्खवे, धम्मेहि समन्नागतो भत्तुद्देसको यथाभतं निक्खित्तो एवं निरये। कतमेहि चतूहि? छन्दागतिं गच्छति, दोसागतिं गच्छति, मोहागतिं गच्छति, भयागतिं गच्छति—इमेहि खो, भिक्खवे, चतूहि धम्मेहि समन्नागतो भत्तुद्देसको यथाभतं निक्खित्तो एवं निरये।
“Catūhi, bhikkhave, dhammehi samannāgato bhattuddesako yathābhataṁ nikkhitto evaṁ niraye. Katamehi catūhi? Chandāgatiṁ gacchati, dosāgatiṁ gacchati, mohāgatiṁ gacchati, bhayāgatiṁ gacchati—imehi kho, bhikkhave, catūhi dhammehi samannāgato bhattuddesako yathābhataṁ nikkhitto evaṁ niraye.
“Bhikkhus, a meal designator who has four qualities is cast down to hell. What four? They make decisions prejudiced by favoritism, hostility, stupidity, and cowardice. A meal designator who has these four qualities is cast down to hell.
चतूहि, भिक्खवे, धम्मेहि समन्नागतो भत्तुद्देसको यथाभतं निक्खित्तो एवं सग्गे। कतमेहि चतूहि? न छन्दागतिं गच्छति, न दोसागतिं गच्छति, न मोहागतिं गच्छति, न भयागतिं गच्छति—इमेहि खो, भिक्खवे, चतूहि धम्मेहि समन्नागतो भत्तुद्देसको यथाभतं निक्खित्तो एवं सग्गेति।
Catūhi, bhikkhave, dhammehi samannāgato bhattuddesako yathābhataṁ nikkhitto evaṁ sagge. Katamehi catūhi? Na chandāgatiṁ gacchati, na dosāgatiṁ gacchati, na mohāgatiṁ gacchati, na bhayāgatiṁ gacchati—imehi kho, bhikkhave, catūhi dhammehi samannāgato bhattuddesako yathābhataṁ nikkhitto evaṁ saggeti.
A meal designator who has four qualities is raised up to heaven. What four? They make decisions unprejudiced by favoritism, hostility, stupidity, and cowardice. A meal designator who has these four qualities is raised up to heaven.
ये केचि कामेसु असञ्ञता जना, अधम्मिका होन्ति अधम्मगारवा; छन्दा दोसा मोहा च भया गामिनो, परिसाकसटो च पनेस वुच्चति।
Ye keci kāmesu asaññatā janā, Adhammikā honti adhammagāravā; Chandā dosā mohā ca bhayā gāmino, Parisākasaṭo1 ca panesa vuccati.
All those people with unbridled sensuality, unprincipled, with no respect for principle, led astray by favoritism, hatred,
stupidity, or cowardice, are called ‘an assembly of the dregs’:
एवञ्हि वुत्तं समणेन जानता, तस्मा हि ते सप्पुरिसा पसंसिया; धम्मे ठिता ये न करोन्ति पापकं, न छन्दा न दोसा न मोहा न भया च गामिनो; परिसाय मण्डो च पनेस वुच्चति, एवञ्हि वुत्तं समणेन जानता”ति।
Evañhi vuttaṁ samaṇena jānatā, Tasmā hi te sappurisā pasaṁsiyā; Dhamme ṭhitā ye na karonti pāpakaṁ, Na chandā na dosā na mohā na bhayā ca gāmino; Parisāya maṇḍo ca panesa vuccati, Evañhi vuttaṁ samaṇena jānatā”ti.

Tassuddānaṁ
चरं सीलं पधानानि, संवरं पञ्ञत्ति पञ्चमं; सोखुम्मं तयो अगती, भत्तुद्देसेन ते दसाति।
Caraṁ sīlaṁ padhānāni, saṁvaraṁ paññatti pañcamaṁ; Sokhummaṁ tayo agatī, bhattuddesena te dasāti.
