    Cakkavattisutta

    The Wheel-Turning Monarch

    “योपि सो, भिक्खवे, राजा चक्कवत्ती धम्मिको धम्मराजा सोपि न अराजकं चक्कं वत्तेती”ति। एवं वुत्ते, अञ्ञतरो भिक्खु भगवन्तं एतदवोच:

    “Yopi so, bhikkhave, rājā cakkavattī dhammiko dhammarājā sopi na arājakaṁ cakkaṁ vattetī”ti. Evaṁ vutte, aññataro bhikkhu bhagavantaṁ etadavoca:

    “Bhikkhus, even a wheel-turning monarch, a just and principled king, does not wield power without having their own king.” When he said this, one of the bhikkhus asked the Buddha:

    “को पन, भन्ते, रञ्ञो चक्कवत्तिस्स धम्मिकस्स धम्मरञ्ञो राजा”ति?

    “ko pana, bhante, rañño cakkavattissa dhammikassa dhammarañño rājā”ti?

    “But who is the king of the wheel-turning monarch, the just and principled king?”

    “धम्मो, भिक्खू”ति भगवा अवोच:

    “Dhammo, bhikkhū”ti bhagavā avoca:

    “It is principle, monk,” said the Buddha.

    “इध, भिक्खु, राजा चक्कवत्ती धम्मिको धम्मराजा धम्मंयेव निस्साय धम्मं सक्करोन्तो धम्मं गरुं करोन्तो धम्मं अपचायमानो धम्मद्धजो धम्मकेतु धम्माधिपतेय्यो धम्मिकं रक्खावरणगुत्तिं संविदहति अन्तोजनस्मिं।

    “idha, bhikkhu, rājā cakkavattī dhammiko dhammarājā dhammaṁyeva nissāya dhammaṁ sakkaronto dhammaṁ garuṁ karonto1 dhammaṁ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahati antojanasmiṁ.

    “Monk, a wheel-turning monarch provides just protection and security for his court, relying only on principle—honoring, respecting, and venerating principle, having principle as his flag, banner, and authority.

    पुन चपरं, भिक्खु, राजा चक्कवत्ती धम्मिको धम्मराजा धम्मंयेव निस्साय धम्मं सक्करोन्तो धम्मं गरुं करोन्तो धम्मं अपचायमानो धम्मद्धजो धम्मकेतु धम्माधिपतेय्यो धम्मिकं रक्खावरणगुत्तिं संविदहति खत्तियेसु, अनुयन्तेसु, बलकायस्मिं, ब्राह्मणगहपतिकेसु, नेगमजानपदेसु, समणब्राह्मणेसु, मिगपक्खीसु। स खो सो भिक्खु राजा चक्कवत्ती धम्मिको धम्मराजा धम्मंयेव निस्साय धम्मं सक्करोन्तो धम्मं गरुं करोन्तो धम्मं अपचायमानो धम्मद्धजो धम्मकेतु धम्माधिपतेय्यो धम्मिकं रक्खावरणगुत्तिं संविदहित्वा अन्तोजनस्मिं, धम्मिकं रक्खावरणगुत्तिं संविदहित्वा खत्तियेसु …पे… अनुयन्तेसु, बलकायस्मिं, ब्राह्मणगहपतिकेसु, नेगमजानपदेसु, समणब्राह्मणेसु, मिगपक्खीसु, धम्मेनेव चक्कं वत्तेति। तं होति चक्कं अप्पटिवत्तियं केनचि मनुस्सभूतेन पच्चत्थिकेन पाणिना।

    Puna caparaṁ, bhikkhu, rājā cakkavattī dhammiko dhammarājā dhammaṁyeva nissāya dhammaṁ sakkaronto dhammaṁ garuṁ karonto dhammaṁ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahati khattiyesu, anuyantesu, balakāyasmiṁ, brāhmaṇagahapatikesu, negamajānapadesu, samaṇabrāhmaṇesu, migapakkhīsu. Sa kho so bhikkhu rājā cakkavattī dhammiko dhammarājā dhammaṁyeva nissāya dhammaṁ sakkaronto dhammaṁ garuṁ karonto dhammaṁ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahitvā antojanasmiṁ, dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahitvā khattiyesu …pe… anuyantesu, balakāyasmiṁ, brāhmaṇagahapatikesu, negamajānapadesu, samaṇabrāhmaṇesu, migapakkhīsu, dhammeneva cakkaṁ vatteti. Taṁ hoti cakkaṁ appaṭivattiyaṁ kenaci manussabhūtena paccatthikena pāṇinā.

    He provides just protection and security for his aristocrats, vassals, troops, brahmins and householders, people of town and country, ascetics and brahmins, beasts and birds. When he has done this, he wields power only in a principled manner. And this power cannot be undermined by any human enemy.

    एवमेवं खो, भिक्खु, तथागतो अरहं सम्मासम्बुद्धो धम्मिको धम्मराजा धम्मंयेव निस्साय धम्मं सक्करोन्तो धम्मं गरुं करोन्तो धम्मं अपचायमानो धम्मद्धजो धम्मकेतु धम्माधिपतेय्यो धम्मिकं रक्खावरणगुत्तिं संविदहति कायकम्मस्मिं: ‘एवरूपं कायकम्मं सेवितब्बं, एवरूपं कायकम्मं न सेवितब्बन्ऽति।

    Evamevaṁ kho, bhikkhu, tathāgato arahaṁ sammāsambuddho dhammiko dhammarājā dhammaṁyeva nissāya dhammaṁ sakkaronto dhammaṁ garuṁ karonto dhammaṁ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahati kāyakammasmiṁ: ‘evarūpaṁ kāyakammaṁ sevitabbaṁ, evarūpaṁ kāyakammaṁ na sevitabban’ti.

    In the same way, monk, a Realized One, a perfected one, a fully awakened Buddha, a just and principled king, provides just protection and security regarding bodily actions, relying only on principle—honoring, respecting, and venerating principle, having principle as his flag, banner, and authority. ‘This kind of bodily action should be cultivated. This kind of bodily action should not be cultivated.’

    पुन चपरं, भिक्खु, तथागतो अरहं सम्मासम्बुद्धो धम्मिको धम्मराजा धम्मंयेव निस्साय धम्मं सक्करोन्तो धम्मं गरुं करोन्तो धम्मं अपचायमानो धम्मद्धजो धम्मकेतु धम्माधिपतेय्यो धम्मिकं रक्खावरणगुत्तिं संविदहति वचीकम्मस्मिं: ‘एवरूपं वचीकम्मं सेवितब्बं, एवरूपं वचीकम्मं न सेवितब्बन्ऽति …पे… मनोकम्मस्मिं: ‘एवरूपं मनोकम्मं सेवितब्बं, एवरूपं मनोकम्मं न सेवितब्बन्ऽति।

    Puna caparaṁ, bhikkhu, tathāgato arahaṁ sammāsambuddho dhammiko dhammarājā dhammaṁyeva nissāya dhammaṁ sakkaronto dhammaṁ garuṁ karonto dhammaṁ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahati vacīkammasmiṁ: ‘evarūpaṁ vacīkammaṁ sevitabbaṁ, evarūpaṁ vacīkammaṁ na sevitabban’ti …pe… manokammasmiṁ: ‘evarūpaṁ manokammaṁ sevitabbaṁ, evarūpaṁ manokammaṁ na sevitabban’ti.

    Furthermore, a Realized One … provides just protection and security regarding verbal actions, saying: ‘This kind of verbal action should be cultivated. This kind of verbal action should not be cultivated.’ … And regarding mental actions: ‘This kind of mental action should be cultivated. This kind of mental action should not be cultivated.’

    स खो सो, भिक्खु, तथागतो अरहं सम्मासम्बुद्धो धम्मिको धम्मराजा धम्मंयेव निस्साय धम्मं सक्करोन्तो धम्मं गरुं करोन्तो धम्मं अपचायमानो धम्मद्धजो धम्मकेतु धम्माधिपतेय्यो धम्मिकं रक्खावरणगुत्तिं संविदहित्वा कायकम्मस्मिं, धम्मिकं रक्खावरणगुत्तिं संविदहित्वा वचीकम्मस्मिं, धम्मिकं रक्खावरणगुत्तिं संविदहित्वा मनोकम्मस्मिं, धम्मेनेव अनुत्तरं धम्मचक्कं पवत्तेति। तं होति चक्कं अप्पटिवत्तियं समणेन वा ब्राह्मणेन वा देवेन वा मारेन वा ब्रह्मुना वा केनचि वा लोकस्मिन्”ति।

    Sa kho so, bhikkhu, tathāgato arahaṁ sammāsambuddho dhammiko dhammarājā dhammaṁyeva nissāya dhammaṁ sakkaronto dhammaṁ garuṁ karonto dhammaṁ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahitvā kāyakammasmiṁ, dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahitvā vacīkammasmiṁ, dhammikaṁ rakkhāvaraṇaguttiṁ saṁvidahitvā manokammasmiṁ, dhammeneva anuttaraṁ dhammacakkaṁ pavatteti. Taṁ hoti cakkaṁ appaṭivattiyaṁ samaṇena vā brāhmaṇena vā devena vā mārena vā brahmunā vā kenaci vā lokasmin”ti.

    And when a Realized One, a perfected one, a fully awakened Buddha has provided just protection and security regarding actions of body, speech, and mind, he rolls forth the supreme Wheel of Dhamma. And that wheel cannot be rolled back by any ascetic or brahmin or god or Māra or Brahmā or by anyone in the world.”

    चतुत्थं।
