    Ubbāhikāsutta

    A Judge

    “कतिहि नु खो, भन्ते, धम्मेहि समन्नागतो भिक्खु उब्बाहिकाय सम्मन्नितब्बो”ति?

    “Katihi nu kho, bhante, dhammehi samannāgato bhikkhu ubbāhikāya sammannitabbo”ti?

    “Sir, how many qualities should a bhikkhu have to be deemed a judge?”

    “दसहि खो, उपालि, धम्मेहि समन्नागतो भिक्खु उब्बाहिकाय सम्मन्नितब्बो। कतमेहि दसहि? इधुपालि, भिक्खु सीलवा होति; पातिमोक्खसंवरसंवुतो विहरति आचारगोचरसम्पन्नो अणुमत्तेसु वज्जेसु भयदस्सावी, समादाय सिक्खति सिक्खापदेसु; बहुस्सुतो होति सुतधरो सुतसन्निचयो, ये ते धम्मा आदिकल्याणा मज्झेकल्याणा परियोसानकल्याणा सात्थं सब्यञ्जनं केवलपरिपुण्णं परिसुद्धं ब्रह्मचरियं अभिवदन्ति, तथारूपास्स धम्मा बहुस्सुता होन्ति धाता वचसा परिचिता मनसानुपेक्खिता दिट्ठिया सुप्पटिविद्धा; उभयानि खो पनस्स पातिमोक्खानि वित्थारेन स्वागतानि होन्ति सुविभत्तानि सुप्पवत्तीनि सुविनिच्छितानि सुत्तसो अनुब्यञ्जनसो; विनये खो पन ठितो होति असंहीरो; पटिबलो होति उभो अत्थपच्चत्थिके सञ्ञापेतुं पञ्ञापेतुं निज्झापेतुं पेक्खेतुं पसादेतुं; अधिकरणसमुप्पादवूपसमकुसलो होति—अधिकरणं जानाति; अधिकरणसमुदयं जानाति; अधिकरणनिरोधं जानाति; अधिकरणनिरोधगामिनिं पटिपदं जानाति। इमेहि खो, उपालि, दसहि धम्मेहि समन्नागतो भिक्खु उब्बाहिकाय सम्मन्नितब्बो”ति।

    “Dasahi kho, upāli, dhammehi samannāgato bhikkhu ubbāhikāya sammannitabbo. Katamehi dasahi? Idhupāli, bhikkhu sīlavā hoti; pātimokkhasaṁvarasaṁvuto viharati ācāragocarasampanno aṇumattesu vajjesu bhayadassāvī, samādāya sikkhati sikkhāpadesu; bahussuto hoti sutadharo sutasannicayo, ye te dhammā ādikalyāṇā majjhekalyāṇā pariyosānakalyāṇā sātthaṁ sabyañjanaṁ1 kevalaparipuṇṇaṁ parisuddhaṁ brahmacariyaṁ abhivadanti, tathārūpāssa dhammā bahussutā honti dhātā vacasā paricitā manasānupekkhitā diṭṭhiyā suppaṭividdhā; ubhayāni kho panassa pātimokkhāni vitthārena svāgatāni honti suvibhattāni suppavattīni suvinicchitāni suttaso anubyañjanaso; vinaye kho pana ṭhito hoti asaṁhīro; paṭibalo hoti ubho atthapaccatthike saññāpetuṁ paññāpetuṁ nijjhāpetuṁ pekkhetuṁ pasādetuṁ; adhikaraṇasamuppādavūpasamakusalo hoti—adhikaraṇaṁ jānāti; adhikaraṇasamudayaṁ jānāti; adhikaraṇanirodhaṁ jānāti; adhikaraṇanirodhagāminiṁ paṭipadaṁ jānāti. Imehi kho, upāli, dasahi dhammehi samannāgato bhikkhu ubbāhikāya sammannitabbo”ti.

    “Upāli, a bhikkhu should have ten qualities to be deemed a judge. What ten? It’s when a bhikkhu is ethical, restrained in the monastic code, conducting themselves well and seeking alms in suitable places. Seeing danger in the slightest fault, they keep the rules they’ve undertaken. They’re very learned, remembering and keeping what they’ve learned. These teachings are good in the beginning, good in the middle, and good in the end, meaningful and well-phrased, describing a spiritual practice that’s entirely full and pure. They are very learned in such teachings, remembering them, reinforcing them by recitation, mentally scrutinizing them, and comprehending them theoretically. Both monastic codes have been passed down to them in detail, well analyzed, well mastered, well judged in both the rules and accompanying material. They’re firm and unfaltering in the training. When there are opposing parties, they’re able to persuade, advocate, and convince them, make them see the other side and trust each other. They’re skilled in raising and settling disciplinary issues. They know what a disciplinary issue is. They know how a disciplinary issue originates. They know how a disciplinary issue ceases. They know the practical way leading to the cessation of a disciplinary issue. A bhikkhu should have these ten qualities to be deemed a judge.”
